Ms. Heffron managed the original Container Terminal Access
Study that evaluated all modes of travel to and from the Port
of Seattle's container terminals in Seattle's Duwamish
Industrial Area. Measures to improve truck access to the
interstates, reduce dray movements between the container
terminals and the railroad intermodal yards, and accommodate
on-dock intermodal facilities were evaluated. Most of the
improvement recommendations from the original study have been
constructed. Heffron Transportation updated this study to
reflect current conditions in year 2003 and projections for
the year 2013. The updated study set forth a new list of
transportation improvement projects for the Port of Seattle to
pursue over the following decade.
