Heffron Transportation led the transportation planning and
analysis for the Port of Seattle's North Bay Master Plan and EIS. This project proposed to redevelop about 53 acres of
uplands at Terminal 91 in the Interbay area of Seattle. Key
issues addressed by the master plan included developing the
site's internal roadway network, establishing design standards
for different types of on-site streets—including those that
would to serve trucks destined to industrial businesses—and
determining the phasing for major infrastructure investments.
The EIS evaluated the transportation and parking impacts of
five development alternatives. Off-site analysis was performed
for 22 intersections.
