Heffron Transportation led the transportation policy work for
this project, which was a joint effort between the City of
Seattle's Department of Planning and Development (DPD) and
King County Metro. The purpose of the project was to develop
new tools to reduce single-occupant-vehicle (SOV) travel into
the downtown area of the City. For this work, the team
developed the City's new Transit-Friendly Design Guidelines
and strategized means to integrate them into the City's
processes. Heffron Transportation also crafted a new
Director's Rule for Transportation Management Plans (TMP),
intended to entice developers to incorporate TMP elements
earlier in the project planning. The firm also helped
developed the training program for these new resources.
