Tod is a Principal and Vice President of the firm and
leads the firm’s practices with transit facilities as well as
educational and institutional development. He also manages
major urban mixed-use projects and freight transportation
planning efforts. He has provided transportation planning and
engineering consulting services since 1992 and has served in
his current position with Heffron Transportation since 1995.
He has managed traffic and parking studies for numerous public
and private sector clients throughout the Puget Sound Region
as well as in Oregon, Alaska, and California. He has extensive
experience preparing transportation sections for environmental
review documents and has also served as an expert supporting
negotiations and mediations for transportation-related
disputes.
Tod is a Professional Civil Engineer licensed in Washington
State. He holds a Master of Business Administration degree
from the University of Washington where he studied global
trade, transportation and logistics. He also holds a Bachelor
of Science degree in Civil Engineering from the University of
Washington where he focused on transportation. Tod is a member
of the Institute of Transportation Engineers and the
Transportation Research Board.
